Heisei Jogakuen is run by MXY group and their site cannot be access from overseas. mxy.jp/sp/tokyo/shinjuku/

They have different outlets and the ones in Shibuya, Shinagawa and Ikebukuro are more Gaijin friendly. The one I had the best experience is in Kabukicho but I have to talk my way through as I was initially rejected. That was 1.5 years back when my conversational Japanese wasn't very fluent but in the end, I was still able to get in.
