From what I know, there are at least 4 spas that open till 4am in Kovan area (2 are near the Teochew porridge area along Upper Serangoon, while the other 2 can be found in Simon Road); should be quite easy to spot.

Other than that, u will have to find your own ML or Spa boss to make separate arrangements. Such arrangements can be done if you are on good terms with the bosses or ML. Cheers.
