I can say most Khmer dun have license to ride. In PP accident with a bike, consider u are very unlucky. They have no license, no insurance n no money.
Without license n when stop by police, just pass 0.5 or a dollar to them n u can carry on with your route. This money is their bonus... else who wants to be a low rank police man and further they are top of hate list.
Befriending police if always a plus especially police from Malaysia, Indonesia, Vietnam, Thailand, Cambodia, Laos, Myanmar, China, etc.

For those who dun have bike license and want to ride bike legally on the street, now can head to Cambodia... The govt has allow anyone without a license to ride under 125cc bike.
this only applies to khmer citizens , foreigner still need license for all class of vehicles, ask your khmer friends or police to confirm
U will be surprised if I ask a police and the police will give me a blank face. No one bothers about riding license and insurance in Cambodia (riding not driving)... it is just for the govt to formalize what is happening on the ground. A step forward and 2 steps back.

An accident I know of, I think I posted b4 here.... a foreigner got involved in a serious accident where the rider was at fault. It involved police and insurance company as the rider was sent to hospital with multiple injuries.
End of the day, the car insurance refused to get involved while the foreigner was detained and police got into negotiation of money The police dun bother who was wrong and right. They only know this is the time to extort money. In the end, the foreigner had to pay USD5k to compensate and hospital bill.

No point driving and get into potential tussles when you're only there for a short holiday in "cowboy countries".

1 incident, a car crashed onto mine. The drunken driver ran away and his friend came and took over. Within 30 mins, the tow truck towed the car away... I couldn't stop the driver who ran away and stopped the car from towing away... that cb insurance guy came so much later and told me, nothing he can do...
