I would not have gone for it. Raw meat can be dangerous to eat, even if it is prepared by a skilled chef. There is always the risk of foodborne illness, especially if the meat is not fresh.

It is possible that the meat was safe to eat, but it is also possible that it was not. There is no way to know for sure without knowing more about how the meat was handled and prepared.

PS: The fact that the woman has only been in the country for 3 months does not necessarily mean that she is not familiar with food safety practices. However, it is always a good idea to err on the side of caution when eating raw meat.
