not sure if im correct but what i heard all this while is that this is a special arrangement with korean companies that are heavily investing in the infrastructural projects in hcm to allow them to operate on the basis that they do not target locals but keep the clientele foreign...
that is why the joints are supposed to be safe for us and no cong an raid nonsense...
the same goes for similar joints in another district that was a swamp land when the authorities gave to taiwanese and korean to build an entire modern town....
i assume if the reasons are the complaints for the TL joints, the other area will not be affected
