Notarization of documents in Vietnam used to be done by the province or city's Justice Department only, but the recent few years, laws were relaxed and some law firms / lawyers are appointed Notary Public and has the power to notarise documents also. So notarisation of documents in Vietnam need not go thru Justice department only, it can now be done by appointed Lawyers too.

My most recent check with ROM and my friend who works as a vietnamese translator, consent form through lawyers are not allowed except at official government establishments.
