As Reaper said, those are the "standard" rates we are familiar with....

Just my humble opinion, but if you negotiate with Vietnamese whores in Vietnam using US Dollars, you are already on the losing end. Today its VND 17,800 to the USD, tomorrow its VND 19,000. Well... not really these days, but you always get more VND than the official rate by exchanging on the black market (goldsmith shops, etc.) so you're actually assuring her of a nice tip on top of the "standard" rates.
Why don't we negotiate rates in Geylang or Joo Chiat in USD? The USD has gone down recently anyway in comparison with the SGD.
Just kidding. This is Vietnam. Negotiate and pay in Vietnam Dong.
