dont mean to be rude or anything but a local VN company will never pay you that amount. The only way is to get employed outside of vietnam and then get sent to vietnam on an EXPAT package. You should be able to hit USD$3.5K
However you have to bear in mind that Vietnam's Persoanl Income Tax (PIT) rate which is deducted from your monthly salary and is progressive and quite high and there is no way you can get it back even if you are a foreignor.
The best way is to negotiate for the company to pay you a NETT salary.
Or you can get paid some in S'pore and some in VN.
But then, since your wife is VNmese, the best person to give you any advice would be her..
The other possible way is to come and work first and then look around
