Salaries in HCM City did go up for the past 2 years, but inflation drove prices up even much faster than salaries. Factory workers get less than 1 million VND a month (but lunch provided) and other normal jobs offer around 1 million to 1.5 million VND a month. Relative to pre-2005, it's already much higher. Pre-2005, waitress are paid 700K a month, some even 600K a month.
