Having flown to HCM 9 times already the last 3 1/2 months, I've had plenty of practice grabbing taxis from the airport
After coming out the doors, you'll undoubtedly be grabbed and/or tackled(ok figuratively not literally) by the taxi touts standing around, waiting for the foreigners who they can overcharge and take via the "scenic" route to their destination. I always avoid these guys and even the lineup of taxis waiting right outside. Instead I walk straight past all these people across the street to the 2nd island and simply wait for a Mai Linh or Saigon Sun taxi to pull up and flag him down. Mai Linh is now my favorite taxi of choice as so far they've all been honest and the meter goes up slower than the other companies though it starts at 15K instead of 12K. 70-80K will definitely get you from the airport to pretty much anywhere in D1
