It wouldn't exactly be called cheating, as she did got married to your friend and hence asked for a divorce subsequently. Cheating cases will be more appropriate in the case that when the man get married to the foreign woman in return for an agreed sum of money with the main idea that the woman can apply for PR status.
(BTW I'm not defending her actions, just interpreting by the book)

If your friend has really decided to get divorced (meaning no further chance for reconciliation or negotiation) than he can actually try to write in to ICA for a withdrawl of his sponsorship + feedback his suspicion (make sure its stated clearly as suspicion and not a fact as he can get sued for defamation).

Honestly no man likes being made-used of, especially by a woman, but try to weigh the pros & cons first, meaning it is really worth it to try and make it difficult at this stage?? Take note she can also make it difficult for your friend by making exhorbitant claims for lump sum maintenance since they don't have kids. The subsequent negotiations, PTC or mediation sessions at the Family Court will be the really vexing part.

Sometimes in life we have to learn to move on........althou we might be too angry or reluctant to.........
