Well, it is not about whether ML wants to earn top-up from specials or not.
It is about rules that have been put in place by the boss of each joint (no matter Cat1 or Cat3).
When ML violates the rules, they get fined (customers do not get to know it), and may even get their work permit terminated. The risk appetite for Cat1 joint is much lower, due to the high investment and ongoing operating costs.
