I would say it's an acquired taste. Dome 3 ladies definitely have more variety, but with a lot of variety you can get amazing ones but you can also get some cmi ones. This may seem particularly daunting for those who don't have deep pockets - you of course want to get your money's worth.

As someone who regularly patronises Dome 3, here's my advice:
1) always look at the list of additional services being offered. Sometimes paying more for these services can make the experience much better.
2) do your homework - if the girl has visited Singapore before, chances are she gave a pretty decent experience previously which is why she's back.
3) do your homework 2 - Japanese girls generally charge the most in Dome 3, followed by the S. Americans and Europeans, followed by the Russians. But don't assume that just because Japanese girls are the priciest, they give the best service. I've had lots of bad Japanese, and by the same token I've also had a lot of good Russians. Compared to Dome 1 and Dome 2, what I can confirm is that the rooms are generally better quality (and I am quite particular about this) and the service is not so rushed. It's always nice to have a large bed with clean sheets and a large clean bathroom with quality toiletries - but you are of course paying a premium here as a result. So just deploy your wallet where you can afford it.
3) be friendly to the agents. Just like any business deal, the better you are as a client the more the agent is likely to do right by you. It makes a lot of difference to the experience if the agent tells the girl to treat you well because you're an honoured client.
