There is a whole Chinese controlled Special Economic Zone in the Golden Traingle bordering Bokeo which apparently operates independent of the Lao Laws. So go figure.
Bokeo is also being promoted as a tourist destination so travelling solo or otherwise should not be "less safe" than travelling in other parts of Laos outside Vientiane.
Laos import everything. Inflation is in the 20's %. Vientiane is probably 30-40% more expensive than Thailand. Bokeo is more expensive than Vientiane. Again go figure
If you're a Cheongster, don't expect Bangkok Soapy service from Lao girl. Just treat them nice, regardless of being a dead fish or otherwise in the beginning, take them out a bit, treat them like a friend, buy them a RMB200 handbag or something. You might just get a surprise bbbj wake up call
