The real reason is becos they have to staggered all monetary refunds so that their cashflow is not severely affected, imagine within few days refund everybody means their cashflow will be severely negative for that month & they still need to pay all their operating costs  thats why those using points or vouchers are refunded immediately as this does not affect their cashflow at all......essentially a smart business decision

Since SIA already issuing rights and raising cash from Ah Gong, doubt they will not pay back the refund.
