I think the basic requirement is that the food brought into Singapore be cooked and not in too big a quantity (the below S$100 for 2d1n rules still applies tho).

I have brought aunties and uncles who brought in salted fish, dried sea snakes, (all cooked) and supermarket frozen meat, eg. chicken etc (uncooked) from Batam to Singapore. I am not saying its legal but its how well one conceal the packages well enough so it goes undetected.
