Is there a regulation in the massage establishment act that says cannot massage groin?? I thought it only prohibits sexual act, i.e. HJ. That's how teasing joints skirt the rule by not providing release in the shop.
The Act also states rules regarding clothing, ML must wear pants, customer cannot be naked etc.
