You can employ foreign workers from these countries or regions:
Malaysia
People’s Republic of China (PRC)
North Asian sources (NAS):
Hong Kong (HKSAR passport)
Macau
South Korea
Taiwan
My company tried to recruit engineering staff from Wetnam previously and faced tons of problems from MOM as they are not considered to be from the so-called "traditional" approved sources unless you intend to put them as Employment Pass holders (with high salary scale) 
Those KTVs ones are different as they are employed under performing artistes permit and falls under a different category as they can be sourced from many countries instead
