Aiyoh this statement is a bit redundant, of cos jams can happen anytime anywhere even in Sinkie with its smooth infrastructure, as long as the condition permits e.g. rush hours, accident or vehicle breakdowns liao will cause congestion
There is a reason why certain places are labelled hotspots, is because majority or most of the time it is congested and not because of intermittent or ad-hoc jams
