It may work in Batam, but I would not try that in Singapore
I read on the Marina Bay Sands Terms and Conditions:
Besides air-conditioned areas such as shopping centres, restaurants, entertainment outlets and cinemas, smoking is also an offence on the trains, public buses, taxis and in lifts. Ok, Singapore is famous of its strict rules, so I checked Sheraton Imperial in Kuala Lumpur:
We offer a smoke free environment. Smoking is not allowed in the building. A $200 cleaning fee will be added to the hotel bill should smoking or evidence that smoking has occurred is discovered.

The smell of smoke is strong, persistent, comes out from the bathroom, is not eaten by water flowing (unfortunately). I advise to not smoke in a non-smoking room, if one respects rules or just cares about next guest.
