Yes,it is. Due to the quantity of non-chinese tourist,i was actually quite reluctant to bring friends there. Its a good temple,just a bit out of the way. More than half an hour taxi ride to get there and another more than half hour ride to come back.

Quite true,i think a lot of indo girls like customers from the UAE. I mean beside have the same religion,they speak almost the same understandable language and has a higher paying power too. I used to see small-mini-bus-load of them going to some booking joint tho,hehehe...and even had heard a few married to them and later move to their Arabian countries too.
Many girls i knew in indo seems to like being their friend and i can see their pride when they talk about these group of customers.

If these young men wish to anyhow spend,even a budget of S$3k+ wont be enough for a 3D2N/4D3N. If one were to know how to spend and spend it right to get what they came Batam for,even S$450 is enough for a 3D2N/4D3N (
note : not implying it for 1st timer/beginner).
I have done this test (when i say the above) before on a personal scale,spend more do not equates to enjoy more. Strangely,Batam seems to be a place where spending less to be able to enjoy more for my case.
Ferry : S$48.00 (470k)
Hotel : 450k/night (2 nights = 900k)
Overnight girl : 700k (2 nights = 1.4 juta)
Food & beverage : 300k x 2 nights = 600k
Massage : 1 session per night,each session 90k/hr + 200k HJ = 290k x 2 nights = 580k
(subject to bargaining and HJ includes everything from full strip to full roaming inside hotel room)
Taxi : 40k to reach hotel,another 40k to go back = 80k (the rest can just walk)
Misc/tips : 400k for 2 nights (overnight girl tipping usually 100k-150k/night)
Total including ferry = about 4430k rupiah
(roughly S$450 for 3D2N)
If minus out overnight girls and just aim mainly for massage,it may be even cheaper. Practically it would be a scenario of bonk till i drop,hehehe...
*always bring along S$50/night extra which i may not use at all (for newbies)
