Tickets? Yes, there are cheaper tickets selling at BCS money changers. But these are for locals only. The tickets for foreigners are different.
Still, it is always better to buy on the spot at the counter. Wavemaster used to be travelling from Harbourbay to VIVO city, they closed down suddenly one day. Shift to Batam centre instead. So the remaining tickets cannot be used. Personal experience.
