Let's wait and see.
When Jokowi was the mayor of Solo (North central java), he helps to solve the conjestion problem in the city and improve the healthcare system there. He also managed to transform the rich heritage solo into a tourist destination. Subsequently after next few years he won with a big majority vote of 90% in the election.

After his second term in solo, he moved on to become the governor of jakarta.

Jakarta which is Indonesia’s capital of 10 million people is the country’s commercial, cultural, and political center.

But Jakarta is one of the world’s most polluted cities and occasionally slums may be seen at the background of the city buildings.

Jakarta is the world’s largest city without a metro system, and suffers from major congestion.

Look at the advance mrt systems in spore, KL, bangkok, manila, etc. Java has a very poor infrastructure road and highway system. The towns and cities are not well interconnected and there is a lack of highways system connecting other towns to its capital. Personally have been there few time and were really disappointed with the frequent traffic jam and polluted streets.

Those people who went to bandung should know. From bandung city to the tourist attraction Tangkuban Perahu may take 4 hours to get there in the event of a traffic jam. But when there is no jam, the most is only an hour.

Look at batam, there is no proper pedestrian walkway and overheadbridge. Even wide road, flyover or underground tunnel were not available to ease the conjestion. At least bolehland don't have so jialat.

On the contrary, malaysia has a good highway and road system that link all the kampongs, townships and cities together which is able to match the standard of spore if not better.

Therefore Jokowi first task he needs to do is to improve the infrastructure of indonesia starting from the capital island of java and also solve the instability of the rupiah which is another most important issue.

After that, only then he may find ways to attract foreign investment into indonesia including Batam. However, he may not intervene with the freedom of the sex trade in batam as he knew that the oldest profession cannot be completely eliminated and furthermore nightlife to cater to the foreigners and spore tourist is important to sustain the economy of batam.

One of the reason why dolly was closed by indo govt could be due to the fact that Dolly is located in the heart of surabaya (known as the second largest mongering place in indonesia after jakarta) and could project a bad image to the city.

Batam being an isolated city island which is far from java will not affect the reputation of java. Therefore with high chance that batam sex trade can continue to grow even with the new jokowi administration...
