If this turns out to be the case then they were set up from the start to justify a raid. The local girls were hired to set everyone up so could extort the bar. If this tactic spreads then all bars are in trouble.
Depending on the "cost of release for everyone" this bar may have seen the end or will survive just a little longer as it was never a big money maker to begin with
