Rotation is normal lah...... not only for top cops but also for the lowly uniform patrolman. They call it career development but everyone knows it is just bullshit wayang show. The only cops who can remain in their post for donkey years are the ones with special skills..... so rare and in demand that they are asked to extend their service after retirement age.
