are u on mobile mode? if so , switch to full juicy screen and see if it helps.

1. your reputation point is negative -30 , so you have limited PM

2. go point exchange thread exchange reputation point

3. after getting reputation power (after 100 reputation point) return reputation point to those who up your point

4. after you reputation point is positive , you have more PM storage
