Regular fines are better than closing them down. Customers get service, gov gets income, mls still get to chop carrots. Win win win

I figure orchard tower to be one of those *wink* *wink* places that is widely known to be a red light area, semi-official. So the authorities try to be more tolerant as long as activities are kept there as the clientele is mostly ang moh and tourists. But not having a licence is a diff story

Not that I’m wicked n wanna them fined heavily or go jail.
Without them around Singapore will be too boring.
Like many Bros here, I also feel there’s something sorely wrong with our judicial system.
Shoot rubber band, end up as litterbug can fine $300,
Operate illegal massage only fined $1k.
Guess with so much feedback (or complaints) there’ll surely be some fine tuning (literally).

Bros, she only got $1k fine cos they caught her before the new rules came into effect. They caught her on 16/11/2017 but now then sentenced her. Those caught after 1st Mar 2018 would get more than $1k fine.

I think AV bio these shops damn long liao. Every day just send undercover you also can't tell. Many years ago, I witnessed how an illegal DVD seller got busted. The guy later told me the inspector who led the raid was his old client - came every weekend to buy stuff, chit chatted, gained his trust. On hindsight, I realised, on one occasion, I was even physically in the shop when that inspector was there. To think the seller had set up an elaborate surveillance system which only admitted familiar faces, and yet got busted. There is no way of telling when or how your enemy would turn the tables on you some day.

I can understand how this tactic is used against illegal dvd seller. The polis every time visit, buy something, but cannot keep for personal as according to SOP and legal reasons, all must be turned over to the department concerned.

But AV against spa, can they pretend to be customer and accept "specials"? It's a very grey area if you ask me. If the AV is married and all, the shop owners can also blackmail them, cause domestic problem.

Previously one of the tabloid got their reporter to go such spa and the reporter was offered special. But he say he declined :D That's his story, and he went on to write the exposé about dirty spas.
