I figure orchard tower to be one of those *wink* *wink* places that is widely known to be a red light area, semi-official. So the authorities try to be more tolerant as long as activities are kept there as the clientele is mostly ang moh and tourists. But not having a licence is a diff story

Bros, she only got $1k fine cos they caught her before the new rules came into effect. They caught her on 16/11/2017 but now then sentenced her. Those caught after 1st Mar 2018 would get more than $1k fine.

I think AV bio these shops damn long liao. Every day just send undercover you also can't tell. Many years ago, I witnessed how an illegal DVD seller got busted. The guy later told me the inspector who led the raid was his old client - came every weekend to buy stuff, chit chatted, gained his trust. On hindsight, I realised, on one occasion, I was even physically in the shop when that inspector was there. To think the seller had set up an elaborate surveillance system which only admitted familiar faces, and yet got busted. There is no way of telling when or how your enemy would turn the tables on you some day.
