So what if black mark?

At his age, he won't get promoted And confirm hes following motion for the past n next few years cos he retiring, so he won't get big bonus anyway. And black mark won't lead to demotion n paycut.

So if he got black mark, he will go tea break twice a day, take leave, go see doctor n switch off. Even more than usual. So basically his life no change

If he's a high flyer, he's bonus etc will be restored next year cos his bosses will say he did fantastic.

Once you reach a senior level in Civil Service and got enough connections, it is about you scratch my back, I scratch your back. Nothing will happen to the driver. The most will be a token fine for illegal parking.

This is a clear cut case of illegal parking. The question here is will LTA issue a fine to the owner of this vehicle ?

As for the person in question at most he will be given a verbal warning by his immediate superior ,
